This is a power cable with the power connector that goes to the VIC3 Master Control Station (CD-82) or the Lite Master Control Station (MCS/L).  The other end is terminated in a 2-pin male Thorr 10-2 connector.  I don't know what this Thorr connector mates to, so I typically remove the Thorr connector and replace with  ring connectors or alligator clips to connect to power source.  You can customize these however you need to provide power to your VIC3.
